The Native American Apprenticeship Assistance Program (NAAAP): Washington’s NAAAP provides direct funding to federally recognized tribal nations for members currently in registered apprenticeships. Awards of up to $10,000 per apprentice help cover costs associated with training, tools, and transportation.
TERO (Tribal Employment Rights Ordinance) Programs: Many Washington tribes operate TERO offices that connect members with construction employment and apprenticeship opportunities. Some TERO programs offer direct entry into apprenticeship, bypassing standard selection processes for tribal projects. TERO offices across Washington include programs at Tulalip, Swinomish, Spokane Tribe, and others.
Pre-Apprenticeship Training: Several tribal nations run their own construction training programs. The Tulalip TERO Construction Training Center, for example, offers state-recognized pre-apprenticeship credentials that qualify graduates to enter trade union apprenticeship programs.
